NOTICE OF 14-DAY

FOR PUBLIC COMMENT

for Cummins, Inc.
Cummins Walesboro
Operations (CWO)
in Bartholomew County

Notice is hereby given that
the above company lo-
cated at 3540 W 450
South Columbus, Indi-
ana, has made applica-
tion to the Indiana De-
partment of Environmen-
tal Management (IDEM),
Office of Air Quality
(OAQ) for an interim per-
mit to construct engine
testing labs and facilities,
and boilers with no emis-
sion controls. Based on
the engine testing labs
and facilities and boilers
operating at the maxi-
mum capacity for 8,760
hours per year, the po-
tential to emit CO, NOx,
PM, PM10, PM2.5, SO2,
VOCs, and HAPs is
128.25, 527.20, 9.72,
8.36, 8.36, 54.23,
221.16, and 17.2074
tons per year, respec-
tively. Emissions of CO,
NOx, and VOCs will be
limited to less than 200
tons each for all the en-
gine testing operations
at the site. Emissions of
VOC will be limited to 24
tons per test lab and test
area to render the re-
quirements of 326 IAC
8-1-6 inapplicable. Emis-
sions of benzene, form-
aldehyde, toluene, and
xylene will be limited to
1.5 ton/yr each from
each of the OLY engine
testing operations and
the CMIC engine testing
operations. These limits
ensure the site will be a
minor source for Preven-
tion of Significant Deteri-
oration permitting and a
minor source of Hazard-
ous Air Pollutants.
The company has submit-
ted an application for a
significant permit revi-
sion / significant source
modification and transi-
tion to a Title V source.
The OAQ shall review
the application in accord-
ance with the Permit Re-
view Rules. Operation of
the source cannot com-
mence until a valid oper-
ating permit is issued.
The construction of the
proposed project is en-
tirely at the applicants
own risk.
Notice is hereby given that
there will be a period of
14 days from the date of
publication of this notice
during which any inter-
ested person may com-
ment on why this interim
permit should or should
not be issued. Appropri-
ate comments should be
related to air quality
issues, interpretation of
the applicable state and
federal rules, calcula-
tions made, technical
issues, or the effect that
the operation of this fa-
cility would have on any
aggrieved individuals. A
copy of the application
has been sent to Bar-
tholomew Public Library,
536 5th Street in Colum-
bus. All comments,
along with supporting
documentation, should
be submitted in writing to
the IDEM, OAQ, 100

Persons not wishing to
comment at this time,
but wishing to receive
notice of future pro-
ceedings conducted re-
lated to this action, must
submit a written request
to the Office of Air Qual-
ity (OAQ), at the above
address. All interested
parties of record will re-
ceive a notice of the de-
cision on this matter and
will then have 15 days
after receipt of the No-
tice of Decision to file a
petition for administrative
review. Procedures for
filing such a petition will
be enclosed with the No-
tice.
