LEGAL NOTICE
OF PLANNED
IMPROVEMENT

(INDOT) will host a pub-
lic information meeting
on Tuesday, July 15,
2025, at the Ivy Tech
Community College
Community Room,
Room 130, 4475 Central
Avenue, Columbus, Indi-
ana 47203. Doors will
open at 5:30 p.m. and
the information meeting
will begin at 6:00 p.m.
The purpose of the pub-
lic information meeting is
to offer all interested per-
sons an opportunity to
hear and obtain informa-
tion about the proposed
project, and talk with
project staff.
The existing 1-65 Tay-
lorsville Rest Area was
built in 1975. The exist-
ing truck parking lots are
undersized for current
and predicted future ca-
pacity demands. The
northbound (NB) rest
area currently has 37
truck parking spaces
with an average
81-percent capacity dur-
ing peak hours between
10 p.m. and 8 a.m. and
the southbound (SB) rest
area has 44 truck park-
ing spaces with an aver-
age 100-percent capac-
ity between 10 p.m. and
8 a.m., based on traffic
data obtained from
https://www.in.gov/indot/resources/traffic-data/ .
Lack of adequate park-
ing availability has re-
sulted in unauthorized
truck parking along the
entire lengths of the en-
trance and exit ramps at
the NB and SB rest
areas.
The purpose of this project
is to reduce truck park-
ing congestion at the
rest areas to reflect
INDOT's Rest Area and
Truck Parking Plan
(https://www.in.gov/indot/files/Rest-Area-and-Truck-Parking-Plan-FINAL-11-21 - 23.pdf). The proj-
ect will provide sufficient
parking capacity and im-
proved buildings / mod-
ernized facilities to sup-
port the current and proj-
ected traffic volume.
The preferred alternative
is to reconstruct both
rest areas and recon-
figure the parking lots to
accommodate additional
truck parking spaces.
Both rest area sites will
be reconfigured to elimi-
nate car parking areas,
and add additional truck
parking to accommodate
a total of 75 trucks. Addi-
tionally, there are availa-
ble private sector travel
break opportunities for
the general public in the
area, including private
facilities located four mi-
les north of the NB facil-
ity at mile marker 73 and
six miles south of the SB
facility at mile marker 68,
meeting the FHWA and
INDOT standards for
spacing between facili-
ties that offer travel
break opportunities.
In order to provide addi-
tional truck parking as
well as appropriate
drainage the construc-
tion of the new parking
lot will gradually elevate
to the east by 4 ft. from
the existing depressed
ground elevation. All
existing rest area build-
ings at both locations will
be demolished and re-
placed with new re-
stroom and vending fa-
cilities, as well as new
maintenance buildings
with modernized equip-
ment. At the SB facili-
ties, an existing electric
service point for a lift sta-
tion will be eliminated
and combined with a
generator that will pro-
vide backup power to the
on-site lift station. Ancil-
lary work will include the
addition of American
with Disabilities Act
(ADA) compliant curb
ramps, changes to exist-
ing sewer and water utili-
ties, landscaping, and
Inlets and storm sewer
construction to drain the
proposed facilities. Exist-
ing drainage patterns will
be maintained; however,
a conventional detention
pond is proposed at the
NB rest area, and Inline
detention will be con-
structed at the SB rest
area, due to lack of suffi-
cient existing
right-of-way (ROW).
Demolition of seven build-
ings (NB Main Building,
NB Shed, NB Vending,
SB Main Building, SB
Picnic, SB Shed 1, and
SB Vending,) will occur,
removing the exiting
on-site Infrastructure to
facilitate construction of
the new proposed facili-
ties. All existing signs
and light poles within the
limits of the rest areas
will be removed and re-
placed per latest INDOT
Standards and Specifi-
cations requirements.
Existing high masts will
be removed and re-
placed with conventional
light poles and environ-
mentally friendly lights
that will reduce light pol-
lution. The existing
right-of-way fence will be
removed and replaced
with a new 48-inch chain
link fence. A noise bar-
rier is proposed to be
constructed along the
ROW line on the
northside of the NB Rest
Area.
The Maintenance of Traf-
fic (MOT) for the project
will require a full closure
of the existing Tay-
lorsville Rest Area
ramps, utilizing lighted
and unlighted advanced
warning signage to warn
motorists of the site clo-
sure and barricades to
prevent access to the
site by traveling motor-
ists. The closure of both
rest areas, during con-
struction, is anticipated
to be a total of approxi-
mately 23 months. Traf-
fic on 1-65 NB and 1-65
SB will be maintained for
the duration of the proj-
ect, and MOT measures
will be removed upon
completion of the proj-
ect. Access to all adja-
cent properties will be
maintained throughout
construction. No detour
will be required.
The construction cost as-
sociated with this project
is approximately
$16,400,000 with both
federal and state funds
anticipated to be used.
This project falls within
the guidelines of a Cate-
gorial Exclusion Level 4
environmental docu-
ment, due to the noise
analysis required.
