In accordance with IC
5-23-5, the City of Co-
lumbus (the "City") is is-
suing this Request for
Proposals and Qualifica-
tions (the "RFPQ") seek-
ing proposals and state-
ments of qualifications
from qualified offerors for
the redevelopment and
construction of public in-
frastructure in support of
the redevelopment of the
Downtown Entrance
Plaza (Project). The
Request for Proposals
and Qualifications
(RFPQ) will be re-
ceived by the City of Co-
lumbus, Indiana Board of
Public Works and Safety
("Owner") until 10 am,
on June 2nd, 2026. No
late proposals shall be
accepted.
Proposals will only be ac-
cepted through the elec-
tronic bidding system,
Euna Procurement pow-
ered by Ion Wave. All re-
sponses are due prior to
the published response
due date and time. Sub-
mittals must include all
required attachments to
be considered for selec-
tion. No mailed, emailed,
faxed, hand delivered or
late responses will be
accepted. To register

Signed and scanned doc-
uments, or electronically
applied signatures are
acceptable. Do not send
additional forms, re-
sumes, brochures, or
other material unless
otherwise noted in the
item description.
Please submit questions
through the electronic
bidding system, Euna
Procurement powered
by Ion Wave, no later
than Wednesday, May
13, 2026 by 5pm. Re-
sponses to all questions
received will be posted
via an addendum pub-
licly on Ion Wave by
Thursday, May 21, 2026.
The Offerors will be pub-
licly announced by the
Columbus Board of Pub-
lic Works and Safety at
10am on June 2, 2026 at
City Hall, 123 Washing-
ton Street, Columbus, In-
diana.
In general, the Project
consists of the Redevel-
opment of the Downtown
Entrance Plaza, which
currently encompasses
the POW/MIA/Law En-
forcement Plaza, Public
Safety Plaza and Robert
D. Garton Veterans
Plaza. The City currently
contemplates that the
Project will include: site
clearing, grading, plaza
and trail construction
(including hardscape),
integration of a water
feature, landscaping and
incorporation of accessi-
ble green space through
mindful plantings, im-
proved pedestrian de-
sign features, all while
ensuring compliance
with the Americans with
Disabilities Act.
The property is located at
Brown & 2nd Street. It is
bordered to the north by
2nd Street, to the east
by Jackson Street, to the
south by 1st Street and
to the west by Brown
Street. It is divided by
SR 46 eastbound
through its center.
Copies of the RFPQ docu-
ments including con-
struction documents, ad-
denda, and other refer-
ence documents must
be obtained at
https://columbusin.ionwave.net/ .
Proposals must be submit-
ted as outlined in the
RFPQ and must contain
the names of every per-
son or company inter-
ested therein.
Proposals shall be re-
viewed on the basis of
the best qualified sub-
missions qualifications,
approach to the project,
and ability to deliver the
City with the best value
over the life of the Proj-
ect. Interviews may be
conducted at the
Owners discretion
based on the conditions
set forth in the RFPQ
documents.
Upon review and selec-
tion, the Owner will ei-
ther enter into an agree-
ment with a selected bid-
der or reject all Propos-
als. The Owner reserves
the right to reject and/or
cancel any and all Pro-
posals, solicitations
and/or offers in whole or
in part as specified in the
solicitation when it is not
in the best interests of
the City. The Owner also
reserves the right to
waive irregularities in
any Proposal, and to ac-
cept any Proposal which
is deemed most favora-
ble to the Owner.
Submissions are not pub-
lic documents and will
not be made available to
other proposers or mem-
bers of the public during
the selection process.
The identity of proposers
is public information and
will be disclosed during
the process.
